New GM to lead ENA’s regulatory work

Energy Networks Australia (ENA) has appointed Russell Pendlebury to the role of General Manager – Economic Regulation. 

Mr Pendlebury brings more than 25 years of extensive experience in the energy sector, encompassing commercial and policy roles across electricity and gas markets, renewables development, and network regulation.  

ENA Chief Executive, Dominique van den Berg, said ENA is delighted to welcome Mr Pendlebury to the team. 

“Russell’s deep understanding of the Australian energy landscape, particularly his experience in policy development at the Australian Energy Market Commission (AEMC) and his commercial acumen gained at Origin Energy and Jacobs, will be invaluable as we navigate the evolving regulatory environment,” she said. 

During his tenure as Economics Director at the AEMC, Mr Pendlebury played a pivotal role in leading key reforms related to gas and electricity networks, wholesale market operation changes, the integration of renewable gases, and retail electricity sector reviews. His experience also includes significant investment and market analysis for large transactions, asset developments, and commercial negotiations.  

Most recently, as a Technical Director at Jacobs, Mr Pendlebury led projects focused on investment and policy issues within wholesale electricity markets, networks, and decarbonisation.  

Ms van den Berg also acknowledged the significant contributions of the outgoing General Manager – Economic Regulation, Garth Crawford. 

“I want to sincerely thank Garth for his many years of dedicated service to ENA and the energy networks sector,” Ms van den Berg said. 

“His expertise and commitment have been instrumental. We are pleased that Garth will be stepping into a special advisory role, ensuring we continue to benefit from his deep knowledge and experience.”  

Mr Pendlebury’s appointment is effective from mid-June 2025.
