Horizon Power (WA) is investigating the introduction of advanced meters and associated communications network throughout its service area, with meter installations expected to commence in early 2015.
Through this EOI, Horizon Power aims to understand more about existing turnkey options available for meter services and meter data management services. Horizon Power is also looking to assess the proposed solutions against the alternative model of Horizon Power operating the advanced metering infrastructure (AMI) and associated meter data management services itself, as well as to investigate potential for alternate funding arrangements and procurement and roll out of AMI.
Horizon Power is inviting respondents to provide information on their standard service offering(s) for meter service and meter data management solutions. Where respondents’ standard products include additional services – for example, financing, rollout, or customer information systems – and respondents consider that additional benefits may be derived from the inclusion of these services in their solution; respondents are invited to include these components in their response.
It should be noted that Horizon Power has just completed a procurement process for the implementation of advanced metering infrastructure in its geography, and issued a tender for provision of meters to further aid in the development of its Own and Operate model. This EOI is not intended as a replacement or substitute for the other procurement processes and responses will be considered together in determining the best business model for Horizon Power’s advanced meter infrastructure.
